Future Scale & Expansion Pathway

The MOANA Digital Health platform is built with a scalable, modular architecture designed to support progressive expansion beyond Angau Memorial Hospital to other healthcare facilities across Papua New Guinea.


1. Phased Expansion Journey

The roadmap for scaling MOANA is divided into five logical stages:

  1. Angau Pilot: Verify configuration, establish local clinical competencies, and complete technical handover.
  2. Additional Facilities: Deploy MOANA to other provincial hospitals using the configuration templates established at Angau.
  3. Hospital Network: Interconnect provincial systems to support patient transfers and medical record sharing.
  4. Regional Systems: Sync regional data warehouses to track disease vectors and healthcare indicators.
  5. National Digital Health Programme: Full integration with national healthcare databases as part of the Papua New Guinea Ministry of Health digital health strategy.

2. Standards-Based Interoperability (FHIR R4)

To support future integration, MOANA uses HL7 FHIR R4 (Fast Healthcare Interoperability Resources) as its native database representation and API layer. This ensures that:

  • Patient demographics conform to standard Patient resources.
  • Laboratory orders are sent via ServiceRequest and results retrieved via DiagnosticReport and Observation.
  • Prescriptions and administrations use MedicationRequest and MedicationAdministration.
  • National indicator reporting compiles data via MeasureReport resources.

3. Scale-Up Requirements Checklist

Before deploying MOANA at a new facility, the following readiness conditions must be met:

  • Angau Handover: Successful completion of the Angau pilot and documented IT sign-off.
  • MOH Governance: Formal administrative approval and project funding from the Papua New Guinea Ministry of Health.
  • Site Survey: Technical infrastructure survey at the target facility (assessing electricity reliability, backup generators, local cabling, and WAN bandwidth).
  • Clinical Adaptations: Localization of fee schedules, test catalogs, and staff directories to the new facility's operational structures.
  • Security & IAM: Network security assessments, firewalls, and local RBAC configuration.
